Subject: NIC-FPS back in service on APO 3.5m

The near-infrared camera has been returned to service. However, it 
continues to have readout problems when rotated to an upside down 
position.  It is recommended to keep the rotation between -100 to +100 
degrees.  We are continuing to work on the issue, but the instrument is 
usable now subject to the rotation angle restriction.  Users should check 
with the Observing Specialist ahead of time if they want to use NIC-FPS in 
case there are further updates on its performance.
