Dear 3.5m users,

NIC-FPS is currently unavailable for observing.  It is not on the
schedule to be used until mid-November, and we hope to have it
back in service by then.  In the meantime, be aware that you will
not be able to request it on short notice or for a backup program.
We will notify everyone when it is operational again.
