Different patches of 15,000 sq. deg. would be covered throughout the year, for a total of more like 30,000 square degrees, or most of the sky visible from a mid-northern (or mid-southern) latitude site. However, this strawman coverage is just that planned for the NEO survey, and that search strategy is very much in a state of flux. My guess is that we will end up with a plan to cover only around +/-20 deg. latitude for the NEA survey. On the other hand, other projects will want to cover essentially all the sky to 24th magnitude, maybe not as often, but often enough for KBOs, so I think it is reasonable to call for higher latitude coverage for KBOs.
