Subject: Cleanup of spam on lsst-general

As you are probably too painfully aware, the lsst-general site has
been inundated with spam lately.  I should have done this a long time
ago, but I have greatly tightened up the spam filtering now; it should
be much better. I've also removed all the spam from the archive web
site:
