Subject: 2Q2004 scheduling challenges

This is just to alert 2Q2004 observers that the scheduling requests for 
the coming quarter have turned out to be uncommonly difficult and 
incompatible in a variety of ways: large oversubscription of first halves 
early in the quarter, a large number of highly restrictive scheduling 
requests, many partial half night programs that do not mesh well with each 
other or more conventional requests, shutdown starting on June 28 plus the 
usual confusion generated by programs with TAC allocations that do not 
match their scheduling requirements and so forth.

The prelim schedule is still under construction and perhaps will turn out 
better than I expect at this point, but I am fairly certain that a 
significant number of programs will not get what they wanted/needed.  No 
one needs to take any action in this regard now; this is just so that you 
are forewarned and to suggest that you have a close look at your programs 
schedule when the draft schedule does appear.
