There appears to be a significant chance of widespread network outage during this night, caused either by Y2K problems or rumored widespread "attacks" by hackers or systems being intentionally taken off line for fear of these problems (as they will be at Princeton U, for example). Thus, observers must be prepared to give detailed instructions (including finding charts etc.) to the OS for "service observing" type operations or to travel to APO to carry out observations from the site.
