As noted briefly in the intro to the revised 4Q1999 schedule, all but
the first hour of the night of 31 December has been declared OPEN and
is available for TAC approved science programs.  Please send requests
to me ASAP with copies to Bruce and Gretchen at APO.

Note that moonrise is at 0235 and moon phase is 24%, so the first and
second halves are D and G, respectively, and of course quite long at this
time of year.

There appears to be a significant chance of widespread network outage
during this night, caused either by Y2K problems or rumored widespread
"attacks" by hackers or systems being intentionally taken off line for
fear of these problems (as they will be at Princeton U, for example).
Thus, observers must be prepared to give detailed instructions
(including finding charts etc.) to the OS for "service observing" type
operations or to travel to APO to carry out observations from the site.
