REVISED ARC 3.5M SCHEDULE FOR 4TH QUARTER 1999

12/22: This revision reflects the long extension of the shutdown
through most of the quarter and some small changes in late
December. NOTE: Most of the night of 31 December has been
declared OPEN its originally assigned users; send requests to
use it to me ASAP.
Except in cases where strong science drivers dictate otherwise
(a minority of cases), observing time has again been scheduled
in half night blocks.
Scheduled engineering time for this quarter amounts to 11 nights.
Of these, 7 are for a one week shutdown for maintenance of the
telescope drives. This shutdown is scheduled to coincide with
the burning of many piles of wood (cleared underbrush) in the
APO-Sunspot area by the US Forest Service, the smoke from which
might well have prevented observations anyway. There is the
further possibility that smoke from these fires will interfere
with observations during the period 25-28 November, inclusive,
but the probability of problems during these final "clean up"
days of the burn is considerably less than in its earlier phase.
Thus, scheduled engineering time will be at approximately the 12%
level.
In addition to scheduled engineering time, science observations
may be pre-empted, sometimes on short notice, for urgent
engineering tasks. Such tasks include both work that is required
to safeguard observatory personnel or facilities and that allows
"hot pursuit" of some significant problem. In particular, see
apo35-general message #378.
IMPORTANT NOTE: Starting this quarter, scheduled telescope time
runs from nautical to nautical (-12 deg) twilight rather than
being bounded by the astronomical (-18 deg) twilights. This adds
approximately one hour of scheduled time per night. In addition,
the first and last scheduled program of the night is *assumed* by
*default* to have use of the time between sunset or sunrise,
respectively, and nautical twilight for either calibration or
observing. The first scheduled observer of the night should thus
be available to commence operations at the time of APO sunset or
should inform site staff in advance if the pre-nautical twilight
time is not needed. Likewise, site staff will inform the relevant
observer as early as possible if engineering activities will
pre-empt the telescope before/after nautical twilight, as will
sometimes happen. Neither institutions nor programs will be charged
for the use of time between nautical twilight and sunset/sunrise,
of course. These changes in policy are intended to formalize what
has become our de facto practise.

As in previous quarters, the scheduling constraint information
provided for this program is incomplete, confusing and
inconsistent with the TAC allocation. For example, this time
there is no indication of how much time per night, preferred
part of the night, which instrument for which nights, etc.
I have just guessed, but this is a distraction in the already
cumbersome scheduling process. The program will not be
scheduled in future quarters unless adequate scheduling
information is provided in a clear way.
