(please excuse duplicate messages)

During the past several months there has been an increase in observing
schedule changes due to several reasons. To accommodate observers, provide
sufficient information for schedulers and observing specialists, and try to
keep things straight so that requests do not get lost in the shuffle, the
following form is provided to all 3.5m users.

************************************

REQUEST: (Trade//Request for Open Time//Request to Give Up Scheduled Observing)

INSTITUTIONAL ID NUMBER(S):

SCHEDULED OBSERVER(S):

CONTACT INFORMATION:

PI(S):

INSTRUMENT(S):

SCHEDULED OBSERVING DATE/TIME:

NEW OBSERVING DATE/TIME:

BRIEF DESCRIPTION:

*****************************************

This form is generated by either the scheduled observer(s) or PI(s) and
must be e-mailed to their institution scheduler(s) and all the observers
and PIs involved in the science programs.

In case a scheduler is unavailable (and no one is appointed during their
absence), this form can be sent to Ed, Bruce, or I without the scheduler's
approval, copied to the institution scheduler, and all observers must send
their agreement via e-mail to Ed, Bruce, and I, prior to the start of the
first observing run.

Verbal requests will be taken on a case-by-case basis and only when there
is less than 4-hours before the first observing run.

REQUEST: state whether the request is a trade, or for open time on the
current schedule, or that an institution wants to release scheduled
observing time back to the community. If there is some alternate reason
for making the request, please provide a short explanation

INSTITUTIONAL ID NUMBER(S): include ALL science program number(s) involved
in the request as they appear on the published schedule. If there is a new
program number, the standard ASCII form for science proposals should
accompany the request

SCHEDULED OBSERVER(S) : list the observer(s) name and instititution
affiliation as published in the schedule

CONTACT INFORMATION: this is very important. List all contact points for
all observers, i.e. e-mail, home phone, office, phone. (especially just
prior to the start of the observing run)

PI(S): list the principal investigator(s) with their contact information
as it appears on the science proposal. If their contact is different due
to personal schedule, please list their current contact

SCHEDULED OBSERVING DATE/TIME/INSTRUMENT: list the current
date/time/instrument for the observing runs in the request

NEW OBSERVING DATE/TIME/INSTRUMENT: list the proposed date/time/instrument
for the observing runs in the request

BRIEF DESCRIPTION: provide any additional information which helps the
observing specialists prepare for your run.

*****************************************

For your convenience, I have copied the list of institution schedulers from
the web pages:

Engineering:  Bruce Gillespie (bgillespi@galileo.apo.nmsu.edu) 505-437-6822

Fermi National Laboratory: Steve Kent (skent@fnal.fnal.gov) 708-840-8264

Johns Hopkins University: Rosie Wyse (wyse@wyser.pha.jhu.edu) 410-516-5392

New Mexico State University: Jon Holtzman (holtz@nmsu.edu) 505-646-8181

Princeton University: Ed Turner (elt@astro.princeton.edu) 609-258-3577

University of Chicago: Lew Hobbs (hobbs@hale.yerkes.uchicago.edu) 414-245-5555

The suggestion is to begin using this form over the next few months and
make it a mandatory process by the first of the new year. If you should
have questions regarding this form, I will be glad to help, or you can
contact Ed T., Bruce G., or any of the 3.5m observing specialists.
