I spent a little time plotting up some relevant data for considering the
dust shutdown situation. For those that are interested, point your Web
browser to:

There's no obvious conclusion other than that we need to decide on a
fraction of acceptable telescope time lost due to avoiding dust and set
the threshold accordingly.
