Due to the very late date at which the 1Q1997 schedule is appearing,
I am posting it here as well as distributing it by normal channels
through the institutional schedulers.

PRELIMINARY ARC 3.5M SCHEDULE FOR 1ST QUARTER 1997

NOTES: ***PLEASE READ***
Except in cases where strong science drivers dictate otherwise
(a small minority of cases), observing time has again been
scheduled in half night blocks.
Scheduled engineering time for this quarter amounts to 13 nights;
this includes both the 10 nights announced in the allotment email
plus a further 3 night extension of the December 1996 shutdown
into January 1997. It includes one four night shutdown in late
January for work on the new guider and primary support system.
No contingent engineering time has been scheduled this quarter.
Thus, scheduled engineering time will be at approximately the 14%
level, compared to about 25% in 4Q1996 and 21% in 3Q1996.
In addition to scheduled engineering time, science observations
may be pre-empted, sometimes on short notice, for urgent
engineering tasks. Such tasks include both work that is required
to safeguard observatory personel or facilities and that allows
"hot pursuit" of one of the high priority "teething troubles".
The very high priority being accorded engineering work on the
telescope is NOT permanent policy, but rather a temporary measure
intended to accelerate improvement of telescope performance.
There are 3 half nights of OPEN bright time available in March.
Requests for this time should be sent to me ASAP.
IMPORTANT NOTE: The tendancy to try to catch setting objects by
requesting first half nights early in the quarter was stronger than
ever this time, and many high priority programs requested large
blocks of such time. As a result, all such time was allocated by
scheduling of roughly the highest 50% of proposals (by priority).
Thus, many lower ranked proposals could not be assigned the time
they requested. In some cases, I have therefore not scheduled
such programs; in other cases, I have scheduled time that is
outside the indicated dates if it appeared possible to me that the
time would still be of some use to the project. It depended on
how much information was provided in the proposal. In some cases,
it is likely that the scheduled time will not be usable; such time
can be relinquished and declared OPEN. Please do this ASAP so that
we can find the best use for the time.
Also, restrictions on scheduling based on non-astronomical factors
(attendance at meetings, ski trips, etc.) were also more common
than normal in this quarter's requests. Note that I interpret these
restrictions literally. For example, one project gave up the last
two remaining half nights of dark time in the quarter because the
observer indicated that he/she was unavailable before Jan. 16. If
you intend such non-astronomical dates restrictions as only
preferences, not binding constraints, it should be clearly so
indicated in the request (under "Special Requirements").

program designations that appear on the schedule correspond to
the priority ranked NM programs, not the internal NMSU program
designations even though both have the same format. In other
words, NM01 on the schedule is the highest ranked NMSU program
which is called NM09 in the internal system. This is a very
confusing nomenclature and might be better avoided in the
future. Scheduler, please make sure your PIs are straight on

be far more tightly constrained than actually justified
by the target coordiantes. Due to the program's high
rank it was possible to meet these constraints, but please
do not make the scheduling problem harder than it already
is by making scheduling constraints tighter than necessary.

Only 4 of the 7 allocated half nights were scheduled due to
the extremely severe scheduling constraints. Most of the
time in the dates listed as acceptable is dark and thus not
available since bright time was allocated to the project.

were allocated to it in the summary FAX. I have therefore
*GUESSED* that it might be a G R request and assumed that
the targets are the same as for the UC12 program by the same
PI. Please provide corrected info as needed.

Adler Planetarium twilight program (not accounted to UC).
Some requested nights not scheduled due to engineering
time or research program requirements for twilight time.
Eight sessions scheduled. Use instrument mounted for the
night's first program.

Bruce Gillespie's EXPLICIT agreement that all the technical
and logistical arrangements involving the instrument are
satisfactory AT LEAST 10 DAYS PRIOR TO THE SCHEDULED
OBSERVATIONS.
**These observations are scheduled for twilight hours and
are CONTINGENT upon the PI obtaining the EXPLICIT
agreement 1) of Bruce Gillespie that site staff can
accommodate the twilight usage and 2) of the nightime
observers scheduled for that evening that there will be
no serious adverse effect on their programs.
