The remaining 70% of the Blanco is retained by the TAC, and, even if the DEC is a popular instrument, its users will not be doing LSST science per se. While I'm on the subject, the proposed DES is primarily an SZ cluster optical ID & photo z survey. Point source FOMs are inapplicable (though appropriate for LSST's NEAs, KBOs, weak-lensing and SNe).
