Subject: EN02 definition/reminder

This is a reminder that, as announced with the issue of the 3rd quarter
schedule, EN02 time is engineering time BY DEFAULT.  In other words,
the science programs scheduled contingently on nights of EN02 time will
only be carried out if the PI is contacted by the Observatory (Bruce
Gillespie typically) and informed that the engineering time will not
be needed.  PI's will be so informed at least one week in advance when
possible, but circumstances may sometimes dictate much shorter notice.
PI's should stay in close contact with the site for late news/changes.

Note that we are now in at the beginning of 5 full nights of EN02
(Aug. 7-11).  There has been some confusion about these arrangements,
so Schedulers are requested to remind their local user communities of
this system.
