SUBJ:  Consideration of TSIP Proposals for Telescopes  Less Than 6 M

We have been informed by the NSF that they will not consider TSIP proposals 
for telescopes of less than 6 meters aperture in this first
round.  While it had been my intention to forward all proposals to the TSIP 
evaluation committee, we have been told that the NSF will not
approve awards for telescopes smaller than this limit.
