Subject: rescheduling 4Q1999?

The problems with the 3.5m primary are resulting in the loss of such
a large portion of 4Q1999 that the Users Committee discussed the
possibility of completely re-allocating and rescheduling the remaining
time but ultimately decided that undertaking such a "logistical
nightmare" is not warranted.  However, it was thought that some institutions
might want to internally reshuffle some of their time assignments, for
example shifting time assigned to lower priority programs scheduled late
in the quarter to higher priority ones which are losing time to the
extended shutdown.  Of course, this is just "an internal trade" and has
always been possible.  Nevertheless, to avoid generateing too much schedule
chaos, I would like to ask that institutional schedulers and TACs consider
the matter ASAP and send me as many of such changes as possible by 20 Oct.
Ideally, these changes should all be grouped and sent as a single request.
I will then try to issue a single major revision just before the telescope
goes back into operation (still roughly on track for 25 October), subject
as always to further revisions of course, but hopefully at least close to
a final form.  Naturally, there is no obligation to make such priority
driven changes; it is strictly an internal institutinal decision.
