The ftp links for the observing schedules (and other stuff we're looking
into) are currently turned off (by Craig Loomis--see his message to
techstaff 9/30 regarding security issues on open ftp sites)

we're discussing this as I write to determine how to resolve these two
issues.  any suggestions are appreciated.
