  * Weather window changed for new controller (part 1)
  * Added menus to close and bring to front image windows
  * Changed histogram controller to not change the black/white limits
       of new images
  * Eliminated the fits comment to mc file ability (since it is no
       longer supported in the mc) and enabled the menu item
  * Fixed some bugs in the fits header class
  * Deleted 2 tools that have never been implemented in the starplot window
