Subject: TUI 1.8.3 is now available -- Mac build works again

TUI 1.8.3 is now available. The only changes from 1.8.2 are:
- Mac version has a better build of matplotlib. If 1.8.2 is working  
for you then you do not need to upgrade.
- Minor improvements to help files.

Mac users: if TUI dies partway through startup and your log file has a  
complaint about not finding fonts, please delete all cache files in  
the ~/.matplotlib directory, then try again. Let me know if this  
happens to you; if it causes enough trouble I will have TUI delete the  
cache files at startup.

P.S. sorry for the mess. Making a robust binary build of matplotlib  
was really hard and then this font cache issue caught me completely  
off guard.
