All:

A plan has now been formulated for the evaluation of all responses 
submitted to ARC's 30 May call for proposals regarding post-2008 science 
operations at APO:

Proposals will be ranked based on their science merit, management and 
technical approach, perceived fundability, and resonance with ARC long-term 
goals and interests. Each proposal will be given separate science and 
technical/management reviews.  The science review will be done 
electronically by two or three experts in the field, chosen by ARC, who 
will be either ARC scientists or experts from outside of ARC.  The 
technical/management review of the proposals will be carried out by Ed 
Turner, Rich Kron, Suzanne Hawley, Bruce Gillespie, and one or two others 
who will be selected for their technical/management expertise from within 
or outside ARC institutions.

Note that if proposers wish that all or part of their proposals be reviewed 
only by ARC scientists or staff, they should so indicate.

The review process will be conducted with the goal of providing the ARC 
Board of Governors a recommendation for a concrete and coordinated plan of 
selected program(s) by the time of its annual meeting in 
November.  ARC-sanctioned formal proposals to funding agencies would then 
be prepared and submitted.
