There is a bug in Netscape 2.0 where "last loaded" dates are recorded incorrectly since the switch to daylight savings time. This means that unless caching is set to none, Netscape's "conditional GET" will fail to refresh anything that has changed within the last hour. This is obviously undesirable when watching the images from the all-sky camera or the weather plots, as you will only be able to see a new image every hour (and it may look like the scanner isn't running). Doug Ingram pointed out a detailed discussion at http://www.InstantSports.com/DSTfix.html. The quick fix (for those using unix) is to type: % setenv TZ PDT07 or% setenv TZ MDT06 or% setenv TZ CDT05 or% setenv TZ EDT04 depending on the time zone you're in, in your shell before starting up Netscape. Once you do this, Netscape will be able to reload frequently-changing data properly. See the above URL for details on how make a fix on other operating systems.
