Subject: lowering expectations for 2Q2002 schedule

This is a "heads up" that the scheduling requests for 2Q2002 look
unusually hard to satisfy - lots of competition for early April
time, lots of people who don't want June 2nd halves and lots of
fractional-night programs.  I will do my best, but I predict quite
a few unschedulable programs (including some somewhat high priority
ones) and a good deal of OPEN time in the preliminary schedule.
