This message describes the allocation of the remaining 3Q1998 OPEN time as follows: 1) 8/31A is assigned to JH02 (PI=Tzve) in compensation for the time the program lost on 8/1A due to extension of the shutdown. 2) Bad weather has prevented the final on-sky engineering observations needed to return the telescope to science operations so far. August 6 science programs have been canceled. The weather appears more promising for tonight, but it is far from certain when science operations can begin. 3) There are 6 OPEN half nights on the schedule during the nights of August 7-10, inclusive. In addition, the EN01 time on August 11 may be declared OPEN if it is not needed following the current extended period of engineering work. 4) When the telescope is ready to begin science operations, these OPEN half nights will be allocated to those programs which have already lost time since August 1 due to the extended shutdown. This will be done on short notice, perhaps with less than 24 hours notice. Those associated with these programs (JH02, UW03, JH01, UW09, UW08, NM06 and UW13) are on the distribution list of this message and should "stand-by" for notification of allocated time (on a first refusal basis, of course). 5) In my absence (vacation), Bruce Gileespie will make these allocations according to a prescription which I have discussed with him. All communications re this remaining OPEN time should be directed to Bruce, with copies to me and to Gretchen. Your patience with the disruptions produced by our attempts to come out of shutdown mode during an uncommonly bad monsoon season are appreciated.
