Major changes in the recently announced 3Q1997 3.5m observing schedule are required. The net effect of these changes will be to shift the planned 6 week shutdown later into the quarter. Obviously, there will be substantial disruption of observing plans based on the previous schedule. This is unfortunate but appears to be unavoidable. This message will be followed by three others: 1) A description of the detailed re-arrangement of the 3Q1997 schedule and a procedure for making whatever changes are thus required in scheduled programs. 2) A plan for handling the scheduling of future engineering shutdowns in a more effective and satisfactory way. 3) A report on progress-to-date in our "Three Year Plan" and other 3.5m engineering efforts, particularly those associated with shutdowns. The first two will come from me, while the third will be from Chris Stubbs. Schedulers and UC members, please try to bring this and the 3 subsequent messages to the attention of all interested parties at your institutions.
