Subject: DIS fiber interface operational

The DIS 60 Hz noise problem is fixed.  The fiber data interface has
been installed and debugged.  Jim Gunn was correct:  the 60 Hz noise
was due to a ground loop through the braid in the original coax data
interface.

Technical note:

In the process of debugging the interface, I had to disconnect the coax
receiver and inverter for the "L" line into the DIS micro.  If we ever
have to revert to the coax interface, that line will have to be
reconnected.
